미 국방정보국 출신 브루스 벡톨 앤젤로 주립대 교수는 북한이 러시아의 SS-26(이스칸데르-M) 미사일 기술을 도입해 훨씬 정확도가 높은 단거리 역량을 확보하게 된 것이라며, 결국은 한국군과 주한미군 기지를 공격할 역량이 커졌다는데 논쟁의 여지가 없다고 지적했습니다.

랄프 코사 태평양포럼 석좌는 북한 미사일을 한국을 혼란에 빠뜨릴 추가 옵션을 갖게 됐다는 것을 한국과 미국에 증명하기 위한 새로운 시스템으로 규정했습니다.
